I always carry a printed voucher, however lately I haven't been asked for it. I also realized that as a returning guest, I almost never get asked for it.
Since the rate are prepaid and non-refundable, is this really safe? would they turn me down in case I donot have the certificate or something to show at the check in?

You would definitely be turned down at the Candlewood Suites in NYC without the voucher. The prepayment would be applied against the lowest walk-in rate (rack rate). So you would still be allowed to check in and would owe the difference between the rack rate and the F&F rate.
I can't speak for other IHG brand hotels, but why tempt fate? What's so hard about printing it out and bringing it with you?
