There are quite a few chopstick stores that sell really nice boxed chopstick/chopstick rest sets - everything from very young, modern stainless steel sets to very intricately carved ones, and in a range of prices to suit any budget. I brought back a few of these on my last trip and they were well received.

During my recent trip to Hong Kong I had my eye out for cheap souvenirs to pacify the heathens at home. I'm talking super cheap. Eventually I stumbled upon Tai Wong Street W in Wan Chai. They have a number of souvenir shops there with your standard offerings at great prices. However my real find was at a temporary storefront that was selling stuff at fantastic prices (HKD 10-30). It was on the south side of Johnston Road near Triangle. I filled my bag there! Who knows if the place is still open, probably not, but another one like it will pop up somewhere...

If all else fails, the Hong Kong Tourist Association shops at the Star Ferry Terminals have a number of small items evocative of the HK scene.

I highly recommend the little stone chops with names translated into Chinese. Usually they sell little sets (box with chop, and paste, carving included) for about US$10. Kids love them because they can decorate their homework and personalize their paper items, and business partners love them on their desk. It's like an office seal. I got my old boss one of them (but a little higher quality than usual) and he loves using it on his office documents and thank you notes to clients.

Also, boxed tea is a great gift esp if you're going into the US, since tea is not taxable no matter the cost/value.

Linen coasters and placemat sets are also a very traditional gift.

Yue Hwa is a very reputable shop and you can shop confidently there

Shanghai Tang is very expensive but much more refined for silver plated items, fashions and apparel.

The lanes are alsways good for smaller souvenir shopping.

Chinese Bridal Cake / All-year-mooncake (if my memory is correct) supply at Kei Wah Cake Shop after exit security @ HKIA may also be a good option

I'm based near ORD, and I take small groups of 2-4 people to HK about 5X per year. Usually, there's some price sensitivity but folks don't want to turn the souvinir shopping into a project. We take a part of a day and get in a trip to the peak also. Here's what works for me -

For household stuff like tea sets and decorative items it's hard to beat Yue Hwa. It's a good-quality department store. Staff are always helpful to my groups.

For cheap trinkets there's a shop in the Peak galleria that has a wide variety of choices. Also, there's a really neat t-shirt shop in there with some very interesting and original designs. For the Hard Rock Cafe fans, there's an apparel-only shop there also.

Another place I like is the museum gift shops. The one at the HK Museum of Art in Tsim Sha Tsui that has a wide variety of small gifts.

Just took a walk down lady's street market in Mongkok this afternoon. There are now fake watch and handbag tables every 10 feet on both sides of the street. All staffed by mainlanders. It is just too much.

I picked up a nasty silicon Hello Kitty I-Phone case and hand-held plastic bag sealer for sealing away summer clothes. This looks useful, can seal ordinary plastic bags instead of those $60 each ones from Japan Home.
