Hong Kong to introduce ETA for certain current visa-exempt countries
Just saw a news segment on TVB regarding this http://news.tvb.com/local/57a0799c6db28ced36c94ed8/
The basis is certain visa-exempt countries' visitors have high incidence of violations of their conditions of stay (namely, they entered as visitors and then applied for refugee status).
The countries named in the news segment with high incidence of violations include India, Indonesia, Bangladesh, Pakistan and Vietnam. The latter three are not visa-exempt anyway (I guess this means they've violated the conditions of their visas).
I'll post up the a link to the news segment and any English news pieces when they're published by the various news outlets.

Total B.S. (the scheme, not the OP). How about the Mainland China?

Mainland permit approval is done by the Exit & Entry Administration of the Mainland MPS. Hong Kong authorities has no say on who gets permits.
