The upgrades happen at the normal time you'd be allowed to choose your room so 24-48 hours prior, giving Hilton an opportunity to sell the room.
As for the extras by hotel they are now part of your hotel On Property Benefits prefences in your profile.

+1. I've never been Diamond (that will change this year) - only Gold. I've been Gold continuously since 2001, sometimes for reasons I can't explain. Other times I know it's because of the credit card or a promotional code. I've averaged about one paid stay per year (two to four nights) since 2003 or so. Average about one award week per year, mostly generating points from the CC or (in the past) from AA.
Considering that HH gives Gold away fairly freely, I've always been impressed with the on-property treatment. It is superior to Marriott Gold, a status that generally takes about 33 actual paid nights to achieve and the most direct and applicable competitor status to HH Gold. (Challenges, promotions, fast tracks, and comps appear to be much rarer at Marriott.) My usual treatment over the years has been a desirable regular room, plus breakfast, with no exclusions because the hotel is deemed a "resort" or because I'm there on the weekend.
So I have a hard time agreeing with complaints about Gold status. Since they aren't putting me in suites with Gold (just "good rooms"), you can't even complain too much that a fast-track or credit card Gold is taking away a scarce resource from a 25-stay Gold. The 25-stay Gold also gets a good room.
Diamonds should get the best upgrades and I'm still hopeful that they will continue to get them.
I've noticed my upcoming bookings on the Nor1 site no longer say (paraphrasing) 'Executive Room-complimentary upgrade' now its showing just the first category upgrade for free.

Can anyone confirm a similar experience?
Not me; I have an upcoming booking showing Executive room complimentary subject to availability (although I can guarantee it for 12,754 points per night).

The Nor1s I can access don't even give me a 1 category upgrade for free. All of them are currently priced.

I find this is often the case at the end of making a booking on Hilton.com. However if I then click on the nor1 upgrade link in the email confirmation this then offers a 1-cat upgrade at zero cost - perhaps give that a go and see if anything different? If one was being cynical this is a way to even get Diamonds & Golds paying for their expected upgrade, if being generous it's just more poor IT from Hilton!
This is exactly what I've noticed/learned over the past few months (if not longer). Not sure why this happens, or how long I've been out of the loop. But it works.
