Availability changes drastically depending on CDP
Trying to rent a car for a week out of SFO for a business trip. My default CDP is AAA and with that only SUV and Minivan are available. With US Airways CDP only Minivan is available.
But if I use United Airlines CDP (link from my ticket purchase) then I can choose from Intermediate, Full Size, Prius, SUV, Navigator, Corvette, etc, etc... This is with the same dates, same airport, same pickup and drop off times.

Certain CDP's are worth more to Hertz than others. This is just like how PC's are guaranteed A-F regardless of the location's sell out status. They are not about ready to tell someone who rents 40+ a year to go somewhere else. However, excellent customer service to AAA members is very important so I'm surprised that it didn't produce more results for you.
