I'm thinking it was some sort of glitch, because now, if I try to make another reservation there, using the same options, the rate is slightly cheaper than the standard, but nowhere near the $12.99/day rate.

Most (but not all) PC Codes however expire by 12/31 latest right now, and new ones may not be available until Nov/Dec for Jan pickup.

I just tried this one and got : 166609 is not a valid coupon number. You may go back and correct the coupon number or proceed with your reservation (coupon will be removed).

You put the number in the wrong field. It's a CDP code--not a PC code. It should go in the Discount/CDP/Club Code: field.

Another interesting thing about using pc codes with usaa a couple weeks ago i tried using a pc code for a weekend day 119766 which is supposed to give you $5 off but when you try adding it online it says invalid, although if you make the reservation and then click modify and add it on then it does work,now ive got no idea why but who cares.
BTW, what did you decide on the whole USAA underage gold membership thing?
My belated $0.02 would be that if they let you off the lot with it it's on them. It's not like you are not allowed to drive the car and you deceived them. After all, your information is on file in their computer.
The only question is if they choose to charge you more for being young. And that is a choice on their part, since they regularly waive the underage fee. So when they let you have the car they assented to you driving their car -- without an extra fee.
See how that would play out to a judge?
