My friend has a 2 1/2 hour (150 minute) layover in Kona. He wants to know if there's anything to do at the airport, or, is there someplace close he can visit and hangout/relax? This is a Friday afternoon between 2:30 and 5:00.

KOA is terrible for layovers. The state is working on a renovation plan but it will be awhile before it improves.
There is nothing nearby (given that amount of time).
I don't know what airlines your friend is connection from/to, but be advised that HA/AA/DL are in one terminal, and US/UA/AS are in another (and there is no signage whatsoever to indicate that, nor how to get from one terminal to the other, nor what airline is where). There is no airside connection and security wait times can be awful at KOA in the ~2 hours before UA's banks of flights to SFO/LAX.
There is a small cafe with mediocre food and usurious prices inside the north (US/UA/AS) terminal. There is also a small concession across the street from the south terminal (where the rental cars used to be) that has a limited menu, and is much better than the inside-the-terminal restaurant.
There is the Onizuka Space Museum, which is an interesting place to spend an hour (and airconditioned); just keep track of the time!

Actually, Kona is one of my favorite airports to visit or spend a little time at. First off, everything is open air and the airport is broken into two terminals. We have never spent more than 10 minutes in line for security even when getting on bigger flights and TSA is actually nice in Hawaii (you dont hear people yelling bag check in your ear like you do on the mainland). Admittedly the food options are not that great in either of the terminals, but the weather and the people more than make up for it. If I had to be stuck at any airport in the world, I think that Kona might be it.
I am flying to HNL on Delta and then on to OGG on Mokulele in July. Since Mokulele and Delta do not have an interline baggage agreement, do I have to leave the secured area after claiming my bags to check in with Mokulele or is there a way to check in without having to go through the security screening again? I have read "The Hawaiʻi-Based Airlines Wiki/FAQ [Hawaiian/go/Island Air]" thread but I am still unsure about the process.

If DL does indeed not have an interline agreement with MW, then you will have to exit the secured area to reclaim your luggage, then recheck them at the MW check-in counters in either the interisland terminal (if you're flying the EMB-175) or the commuter terminal (if you're flying the Cessna Caravans).
The instructions on the first page of this thread only apply if you've successfully interlined your bags.

Lihue to Portland via Honolulu, Mokulele and Alaska Airlines
I will be flying from Lihue to Honolulu, then Alaska onwards to Seattle/Portland. I assume that Mokulele will be able to check my bags all the way through, and it'll go through agricultural inspection in Lihue?
I have a 2 hour layover in Honolulu to transfer from Mokulele to Alaska. I will have to go check in to Alaska Airlines to handover paper upgrade certificates, then reclear security. I'm assuming (Again) that I should be able to use priority security lines as an Alaska Airlines MVP Gold. Is this enough time?

AFAIK, Mokulele only has an interline agreement with CO. So, you might have to recheck bags in HNL with AS. Two hours is plenty of time. When my aunt flew into HNL from NRT on ANA, she had to claim her bags, go through customs and immigration, and then take her bags to Mokulele directly. They could not interline her bags, although maybe this was a customs issue? Perhaps someone else has direct experience with this transfer.
I'm connecting from OGG-HNL-SFO. OGG-HNL is on Hawaiian.
I'm afraid that if I check stuff in on the OGG-HNL flight, waiting for the bags at the carousel will cause me to miss the checkin window for the HNL-SFO segment.
Is HA casual about carryon's?
This is what I was planning to bring. And a backpack. Will this fly? [pun intended]

Why don't you just check your bags through to SFO when you check in at OGG?
You just tell the HA agent you need to "inter-line check" your bag, show him/her your HNL-SFO boarding pass, and it will be checked through -- assuming you don't have a really tight connection in HNL.

Not familiar with inter-line.
My OGG-HNL flight is with HA. My HNL-SFO flight is with AA. I booked them separately.
