German parking signs
Seeing people parking all over on the street with the following sign. I thought the sign meant no waiting.

The sign above means no parking. The same sign but with an 'X' means no stopping.
If people are parked, they're breaking the law and may or may not get ticketed depending on the level of enforcement.

You need to check whether there is a further white sign below saying eg "Anlieger frei" or "from 10.00 to 12.00" or something like this. There might be arrows to the right or to the left. This sign is sometimes not one of the easiest ones...

Thanks everyone. I always see cars parked in broad daylight during the work week on the entire length of Am Handelshafen and surrounding streets in Dusseldorf. Was confused if I was misinterpreting the sign.

Yes, so always take some stuff with you
I once parkedunder an "Absoutes Halteverbot" sign to pick-up something from the tailor. When I came back 2 members of parking enforcement stood beside my car. When I reached my car they told me, that it´s forbidden and very dangerous to park in the opposite direction. OK, that was right. I promised to park in the right direction next time

No white sign underneath so I take that to mean the restriction is in effect all times.
Another question. On some intersections I see a sign with a green arrow pointing to the right mounted next to the traffic signal. I take that to mean right turn on red signal allow?
Another situation that confuses me is at an intersection that is controlled by traffic signals. Yet a STOP sign is mounted next to it. What does that mean?

Signs such as the stop sign you described are there for times when the traffic light is switched off. Quite a few are switched of at night.

Excactly. It´s important to know that you always have to stop at the white line before turning right at green arrow signs

The order how right of way is handled
1. Law enforcement managing the intersection
2. Traffic lights
3. Signs next to the traffic lights (if the traffic lights flash orange or if they don't work at all)
4. Sings indicating the right of way
5. No cop, no traffic lights, no signs => right of way from the right*
Number 5 even applies to roundabouts. Only few people actually know that, since most (if not all) roundabouts have signs to give way to vehicles in the roundabout.

* In some cases, there are specific rules, where vehicles have to give way to other vehicles and pedestrians. This is the case when exiting private terrain or when leaving restricted areas (https://en.wikipedia.org/wiki/File:Zeichen_250.svg).

Thanks for all responses. The stop sign by the traffic light was a bit confusing as I've out until 2AM and the traffic signal was still on and functioning this wasn't sure if traffic light is even turned off at all.
