According to this web page you are supposed to request assistance at least 48 hours before departure by contacting your airline or travel agent.

Indeed, it needs to be arranged through the airline - and that's everywhere, not just at FRA.
As far as I'm aware that 48 hours is not an absolute deadline - but airlines can't guarantee that they will be able to make the necessary arrangements if you book less than 48 hours before the flight.

i have been taken off the plane twice in wheelchair. on both occasions, while in route, we asked a FA to have a chair available for me at the arrival gate.
