Baccarat King is exactly right. Vegas comps are based on "hypothetical loss". It generally makes no difference if they include odds bets or not, because as the King said, the % is lower.
Hypothetical Loss = (((Average Bet) * (Average # of decisions per hour)) / House Edge of Game Played) * # of Hours Played
If they include odds bets into that equation, it does one of two things in the eyes of the casino: (1) they reduce the house edge figure on the game to represent the adjusted/reduced house edge as a result of including 0 edge odds, OR (2) they reduce the % of the hypothetical loss they are willing to give back to the player in the form of comps.
Generally, most casinos give back 30-40% of the Hypothetical loss. If you think of it in terms on room/food comps, this is why it feels like you are "getting more" at the lower end resorts because their rooms/food cost less. In general, however, all casinos use the same comp parameters.

But I "think" you mean theoretical NOT hypothetical loss.
The two numbers casinos pay a lot of attention to are theoretical loss and actual loss.
