award availability different between US and Europe?

this is weird:

September 3 LAX --> CDG searched on airfrance.de gives me 3 KLM options for 45k in C-class, so far so good and I can click through to purchase

If I do the exact same search on airfrance.us I get ZERO options for 45k.

Could this be due to the 'secret' PE C-class award inventory? Only valid on european booking sites?

I tend to book on airfrance.us since my CCs are USD based to avoid foreign currency fees, but now I need to check this more closely.
