Question CartaFRECCIA

Looked around and didn't' find any clues or hints.

How can one obtain that card without being a resident of Italy?
For certain days and times it makes quite the difference in pricing.

Looks like you'll need an address in Italy to have it shipped to, but you can register here

No, I can't register.
From what I understand I do not only need an address, I also need
Residency permit with dates
Tax registration number
Etc.
Too bad.
When checking fares in the past the were serious differences in pricing for those card holders. In Switzerland or Germany you can just buy so called half-tax / BahnCard cards.
