It used to be some Italian airports -- MXP and FCO mainly -- that didn't always or even generally scan my US passport. Nowadays, it's way more likely that they scan my passports than they used to even a couple of years ago.

Scanning the EU residence permits remains much less likely than passports being scanned, at least when it comes to passports issued by countries whose citizens don't generally need a visa for short-duration visits.

I've seen the UK scan Schengen country residence cards for Americans more than I've seen Schengen countries scan the EU/Schengen residence cards for Americans. Go figure.

I sometimes see some Schengen ports of entry/exit scan the Schengen country residence permits for some US citizens, but it's still not very common.
