Difficulty booking Emirates Business "Special" H class

Difficulty booking Emirates Business "Special" H class
Apologies if there is already a thread addressing this. Looks like H class is no longer viewable on expertflyer.com I can still see Emirates special fares on www.emirates.com (but nowhere else). However, I have tried twice unsuccessfully to book them on www.emirates.com Both times I tried multiple different credit cards from two different banks but got an error message. Both banks state that that they did not receive a charge request. Both times I ended up giving up and booking EY. I am wondering if this was just two instances of bad luck, whether the Emirates website is just being glitchy, or whether the special fares are phantom and can't actually be booked? Has anyone had success?
