I got 4 solutions for you
1) EK cards are delivered via a courier to homes in Kuwait, even blue tier, and simply putting in your home address is enough. However, blue cards take a while to arrive.
2) Send it to your work address which have a P.O. Box and the mail room staff will have no problem in bringing it to your desk.
3) Ask them to send it to the local EK office and pick it up from there.
4) The blue card is worthless! Print the soft copy available online after you log-in to your skywards account and carry that with you.

Since the OP seems to be flying back in a cabin which grants lounge access, then collect the valuable blue card on the trip back

I asked for the cream only after the agent refused to get me my card (which I still was entitled to according to Emirates officials/Skywards team themselves.) When she told me she can not give me the card unless I'm J/F passenger I then asked to get the cream.
When I fly J class I hate to pay for extra things such as airport transportation, food before flight (lounge,) and body lotion, as I expect all these services to be included in my J fare, else why would I fly EK J-class in the first place when Srilankan J class is half the price of EK's J-class?

But you are not a J class passenger are you?. Granted , you flew on J to DXB but you yourself were a Y passenger after reaching Dubai since your next flight was Y.You cant expect J service after paying for Y.
I do have another query as well. Was your first flight a Y ticket upgraded with miles ?

Did it ever occur to you that they intended for you to pick the card up on your return (since you're gonna be in J then and actually have lounge access?)
Also, if you have dry hands its not EK's job to let you in the lounge so you can use their lotion. It is your responsibility to have lotion with you if you know you need it, not rely on the airline providing it.
Personally, my lips get very chapped in the winter, and not every airline gives chapstick or lip balm in their amenity kits, which is why I always have my own.

I am seriously thinking aceboy44 isn't genuine but more like a fake profile made by Zol/eightblack to keep us entertained. Reading this thread was facepalm to read. Reading the RC in HK thread made him sound too funny to be true.

How dare EK not bow to his every need, he has Blue status and is entitled to the moon on a stick. They should be careful or they will loose him as a loyal customer!

Why didnt the OP buy the lotion in a store in DXB, if his hands were bleeding?
Wouldnt the weather be as dry in DXB as in Kuwait (the home country of the OP).
More importantly, my hands were bleeding from the dry weather,

The OP can afford to stay in a suite at the Ritz HK, I would have assumed he would have some kind of higher status.
When I pay approximately $5,000 USD for a 8 nights stay in a hotel, then yes by human nature my expectations will be high.
Just for every one's knowledge, after my stay at the RC, I am now a silver member, so I do expect a special treatment from RC.
