I phone up - like others - ask a question and get an answer.
I may not like the answer, but what more do you want me - or anyone else - to do if the rep(s) say service or new members won't be accepted until an unknown later date?
I can, of course, cancel my card. But I like the chip + PIN feature for international travel and the auto insurance benefit.

I called a couple of days ago and they said that the applications would become available in September. I'm not holding my breath by any means though.

It'll be September in a few days. I don't mean to sound like a broken record on this topic, but I honestly don't think they have any intention of ever taking applications for new cards again. Until they actually start accepting new applications, my belief is that they're stringing people along, hoping they'll stop asking about it (and I'm not normally given to tin-foil hat theories).
