Anything's possible, but it's not likely that DL would copy a new route being started by its partner. Also, DL tends to operate most of its West Coast TPAC flights from SEA or LAX, so SEA-PVG would be much more likely (but I'm not saying it's likely).

MU is going to restart this route after a decade long absence. If MU, which has a hub at one end, is only now resuming service here how is DL going to make the route work on pure O/D traffic competing against MU and UA?

DL is very unlikely to launch an international hub not involving one of their hubs or gateway cities, especially to compete against just-relaunched service by a partner.

Only way you will see China growth from Delta that isn't to a hub(ATL/DTW/JFK/MSP/SEA and LAX would be the only ones that have a real chance) is if the Us and China get an open skies agreement and Delta can get a Joint venture with its China partners (so MU and CZ) That would give Delta hubs in PVG/CAN and PEK in the same way Delta has hubs in CDG/FCO and AMS. (and even then, Delta would only fly the route if they were to make the most money/ have the right aircraft for the route.)
so long story short, you wont be seeing non-hub China growth from Delta any time soon.
From SFO? really? Sure, why not also start DFW-LHR, SFO-FRA (which DL tried at one time a long time ago) but also throw in DEN-FRA and maybe EWR-FRA for good measure.....

SFO-PVG seems to be pretty well covered by DL and MU. 1-stop options via either SEA or NRT on DL, in addition to the nonstop on MU. I don't see any reason why DL would start this route.
