I don't think the government will pay EC seat fees, but as a PM this should be free for you. However, as others here have pointed out, you can't do this until your tickets have been issued.

Depending on your organization, you can usually call the contracted travel office and request an earlier ticketing if you want. Then you can pick away!

No, they will not... That said, depending on the routing/timing, the government will book Y fares, which can access EC for free once ticketed.

Just booked a flight to DC paid by federal government. Delta web site will not let me pick EC flight. Is that some federal rule?
That's interesting. I got an email from DL a few days back stating that you can select EC seats at the time the reservation is made and prior to ticketing. Does the system differentiate Gov fares from this? I can put an award ticket on hold and pick the EC seats.

Can you post the text from the email? IME I've never been able to pick EC seats until after a ticket has been assigned, but I'd be interested in reading exactly how DL phrased the message you cite.

There is no difference in how the tickets are viewed wrt EC eligibility (assuming proper status or fare bucket).
I haven't received anything from DL to that effect, do you still have the email? DL.dumb still indicates at booking as far as I can tell. I've not been able to select EC seats until ticketed for personal travel, though it's possible they've changed in the past month.

Normally you can reserve a specific seat at booking (before the ticket is issued), but you cannot be upgraded before the flight has been ticketed. So with the EC seats, a lot depends on whether DL is starting to consider them as more of an upgrade rather than just being special seats, like exit row seating which AFAIK can be reserved at the time of booking.

After I make travel reservations on the web booking site my company uses (Concur), I also can select regular seats but not EC until the travel office actually issues the ticket. It's usually 15-20 minutes on a weekday or up to 6 hours after hours or on weekends. So it's not just government fares that are like this. I've tried calling but the phone agents can't do it either without an actual ticket.
