I assume you mean Global Entry. But correct their is no elite line at immigration or customs. If you are connecting in ATL and arrive in the E gates I remember that was a sky priority entrance to the security recheck. I have no idea about F recheck area though.
Get Global Entry. It, literally, took me 60 seconds to finish up and walk straight through passport control in ATL, whilst watching 300 other people in my plane standing in line.

Get Nexus first then Global Entry. You'll save $50

The new F concourse Customs line moves pretty well overall. There is no elite line at customs or at the TSA re-entry. There is a Delta "ticket" counter in between Customs and TSA re-entry. They have some good people working that counter who were helpful to me when I had an issue.
Anything less than a 90 min layover would be cutting it close.

While there is no elite "line" there is definitely an elite "entrance" into the TSA queue (E connecting flights). While walking towards TSA down the long hallway (immediately after handing customs form over) look to the right and you'll see a Sky Priority placard on top of one of the line poles with an employee standing next to it.
They'll check your BP and open the rope to let you through.

I do not recall one in F

Then you can stand around the luggage belt for over an hour waiting for your bag, instead of half an hour. At least the immigration line passes time.
It was always pretty fast before May (never waited for an hour, maybe 10 minutes) BUT since concourse F has opened my bags have been on the carousel both times before I got there. Consider that my flights have both come in from DUB where I clear both immigration and customs in DUB this is an excellent experience.

Maybe my one and only experience with the new terminal arrivals was an outlier. We arrived early in the morning on the DXB-ATL flight, along with the JNB flight, and a couple of South American flights. The lines were really long, and took 30-45 minutes for US citizens, and then we had to wait 30 more minutes at the carrousel for the priority bags to come out.

This is true, but it is great if you go carry-on only. My first arrival in F, I was on the curb getting into the park & ride van 8 minutes after the airplane door opened.

I am GE and usually travel alone but I am taking my wife and kids away for the holidays. It is too late to enroll the family for GE so is my only choice to stand in line with the masses vs. clear via GE and wait to see my wife's scowling glare on the other side?
