Carrier international surcharge addd??

I have been searching for CPH to LAX for the last several weeks. I noticed that the total one way is no longer under $100 but about $350 including the Carrier international surcharge. I didn't see this charge a week ago on either Air France nor Delta. Is this new?
United Airlines doesn't have this?

Delta collects it CPH-LAX-CPH, but not LAX-CPH-LAX.
