Delta apparently doesn't want to be put on the record. I e-mailed them 3 questions:
1. Does RewardsNetwork dining activity at different restaurants during the promotion period count as only 1 partner activity or multiple activities (1 for each different restaurant)?
2. Do purchases at different retailers who are part of the SkyMiles Shopping.com portal count as 1 partner activity or multiple activities (one for each different retailer)?
3. If I earn points through a partner . . . that is not currently listed on your partner web page but still awards Delta SkyMiles for using their service, does this count as partner activity for this promotion?
They finally responded:

Delta, in large part, uses canned responses to respond to these types of inquiries. My guess is that they simply have not prepared any of these canned responses relative to this promo yet. You'll probably get a much more satisfying response as a result of your call to the number provided.

I understand what you are saying, but I could call 5 different CR's and get 5 different answers, none of which are right. If you have an e-mail response, at least you have something to hang your hat on if Delta's interpretation of the ambiguous T&C's (after the fact) are different than yours.

The points.com mileage swap is easy and free. Yesterday I swapped 30 USAirways Dividend miles for 1 SkyMile (I know, HORRIBLE conversion, but who cares at this low threshold!). The miles were deducted from my USAirways account instantly, and the 1 mile appeared in my SkyMiles account the next day (today). This would qualify as 1 partner activity.

If that's the case, it may be possible to make a very small "swap" between programs to generate a partner activity. Something along the lines of swapping 35-40 points in one program to generate 5-6 miles at Delta. The transfer ratio is terrible, but the key is getting the partner credit.
Another unanswered question for me (awaiting an e-mail response from Delta) is -- are partners not listed on the default page included in this promo? This could open up some other inexpensive possibilities (e.g., possible future miles with mycokerewards comes to mind).

The reason I ask is that I set Delta up yesterday on points.com, and points.com did not ask for my Delta password (my recollection is that they have asked for this info in the past on other airlines).

The 1 Delta mile posted mid-morning (it wasn't there when I checked earlier today) -- so for those with Midwest Airlines miles, the cost of getting one partner activity is 9 MW miles through points.com.
Moved 30 Midwest miles as well!! Moved last night, posted today around noon. 24 more partners to go. (Now, if I could only figure out which ones count)

Exactly. I just called the Promotions number and know less now than I knew before. It is clear that the reps do not even know the answers to our questions. I was on the telephone for 22 minutes with my first rep and then was disconnected. When he first spoke to me he told me that he had just spoken to another caller with the same questions as me. He quickly said that only 1 dine counts, and only 1 purchase from a merchant at Deltashopping mall counts. He also said that only one purchase from one of the 7 or 8 specifically listed SkyRewards partners would count, not one from each. He said this after reading the T & C's over. Clearly, everything he said was just his personal interpretation. He then said that only one merchant from any partner can be counted as a credit. I then said excuse me? Are you saying that if I make a purchase from the Delta shopping mall and one from say Java City, that only one can count? I also asked him what exactly is a Sky Rewards partner and which partners would be considered Sky Rewards partners? He then placed me on hold while he looked into it. 18 minutes later, I was still on hold and then my phone cut off.
I called again and reached another representative. I asked him the same questions. He told me to wait just a minute while he read the T & C's re: the dining and Delta shopping mall issue. Again, clearly, he had no idea. He asked me if I had time to hold on while he made a few phone calls to try to get the answers to my questions. I declined to do so.
We really need clarification. If Delta will not respond to e-mails, then it would be helpful if a representative posted here. IMHO it's better to clarify the rules now as opposed to when the promotion is over and Delta is faced with many angry customers.

Instead of asking specific questions, maybe we should be complaining that the language on the promotion website needs to be more specific, or else they need to add an FAQ. At least that way the answer would be official.
Thank you FT for the ideas in this thread. I just did the Ameriprise auto insurance quote thing and was quoted $20 less for better coverage-- I might actually do it, but I'll certainly take the 500 miles and the one qualifying partner activity. I also joined points.com today and scored 100 miles plus one qualifying activity for that. On top of Lather and SkyMilesShopping, that makes 4 so far. Off to find a SkyMilesDining restaurant tonight to make 5.

What else can I do??? None of the hotels I stay in are partners with Delta. How can I get to 10? Buy Miles? (The horror!)
