A number of states don't care as long as the license is from the same state. Some will even do transactions like name changes by mail, and simply mail a new DL.

The only time they refuse to give it back is when you're moving between states. They don't want you having a license in two states, especially since it will take a few weeks for the old state to deactivate your license.
