My guess would be that they to all USA carriers worldwide, even if they're flying to/from Siberia. For foreign carriers, the rules *might* just apply on flights to/from USA or over USA airspace.

FAR121.11 Rules applicable to operations in a foreign country.
Each certificate holder shall, while operating an airplane within a foreign country, comply with the air traffic rules of the country concerned and the local airport rules, except where any rule of this part is more restrictive and may be followed without violating the rules of that country

As far as the regulations are concerned, there is no distinction between beer, wine, or liquor......it's all alcohol.

So no alcohol in PDB from Saudi Arabia but what about when flying over that country?
It reminds me of the urban legend about no alcohol being allowed when flying over a couple states in the USA. IIRC there currently are some places--states and all or part of Canada--where alcohol cannot be served in aircraft on the ground, but I wonder whether that applies to private jets too.

True, but there can be 10x or more alcohol by volume in liquor than beer. Easier/quicker to ingest more alcohol via liquor than beer, if you're so inclined.

That is true as far as the ethanol itself goes, but there can be differences in the overall effect. Several studies have demonstrated that beer has disproportionately greater effects on increasing uric acid levels (associated with gout) than liquor or wine. The complex tastes of many whiskeys and red wines are due to many additional esters, aldehydes and other organic compounds which have different metabolic effects, including causing more headache in some people. It is also much easier to ingest an inebriating or toxic dose with concentrated liquor than beer.

In some cases it is even possible for an American to be prosecuted and imprisoned in the United States for violating a foreign law, even if the act would not have been a crime in the US and even if the American was not tried or punished overseas for said act.

I do not know about Saudi Arabia though I do know if your flight enters Iranian airspace it must be removed, and can only be served once leaving. i.e. Arriving in Iran once your in the border no alcohol, and when leaving no alcohol until your out of the country. I believe this extends to just merely being in their airspace.

Seems confusing, and maybe a muddy law. I have been on plenty of foreign carriers who are either entering/leaving either Canada or the US, and I have enjoyed many self service bars with liquor sometimes. (depending on space available) I think this is one of those laws Delta interprets stricter. Better to be overly cautious in their mind.
