Early in the morning of July 13, a Delta 747 returned to Tel Aviv after its flaps failed to retract shortly after takeoff.
The plane landed without any problems and no one required medical attention. The flight was then rescheduled to depart roughly 22 hours after its original departure time.

Yes, flaps issues.

Not much is said: Flaps issues, circled for ~90 minutes to burn fuel, landed without issues, nobody needed medical attention.
Edit: Aircraft is N668US. Flight has been rescheduled as DL9859 on 13JUL14 at 10:30pm local, 22 hours later than original schedule. Hopefully most pax were rerouted on ST partners through Europe.

Not sure where tonight's TLV plane will come from. (Flightaware says the inbound aircraft is DL158 from ICN-DTW, so perhaps that a/c will be ferried to JFK from DTW this evening).

Circling is usually while they are running checklist to see if they can diagnose the problem or decide what course of action to take. Once the decision to return to TLV is taken, they then need to calculate how much fuel to dump to be under the maximum landing weight.

Can and are they allowed to dump fuel over land or even over a city? One usually hears about fuel dumps over a big body of water?

Delta has had delay issues on the Tel Aviv route before and I have always said Delta needs new long haul fleet which would save them money. Also Delta lacks security unlike El Al. Not sure if this was really a flap issue or due to other circumstances due to the ongoing military action. But to squash these concerns Delta should equip all jets with missile defense and institute stronger security. I was under impression JFK was downscaling to a 777 and this would be more appropriate till newer replacements come in.

You can't be referring to the fighting going on in Israel as the plane had already left Israeli airspace and was out of range of any rockets. It would make no sense at all to return to TLV if it was concerned about military action here.

Appropriate in what way? If Delta is filling up the 747s, that would be the most appropriate plane, no?
