Will they still require to fall into one of the protected categories (family visits, workshops, scientific, etc) or be open to anyone?

Even if they are theoretically required to fall into protected categories, no one is going to check. In fact, no one is checking right now.

Yes, you are still officially required to fall under one of the 12 categories of approved travel.
