Is it legal for a dual citizen of the USA and UK to travel to Cuba?

It is legal to travel there as a US citizen but illegal to spend money. Go figure!
Everyone in your situation I know travels to Cuba using the non-US passport. Go to your planned connection location using US documents and use the British ones to enter and leave Cuba. Use two PNR's and do not make the Cuba travel ticketing using US credit cards or a US address. You'll then have no problems. It is almost routine.
Many people who currently live in the US travel via MEX but since you live in the UK you needn't do that. Just don't book one of the many Miami-Havana flights operated by AA and others. Those are for US resident Cubans who have US special authority to vist families. Anybody else should not go near one of those flights. Whatever you do, repeating, don't travel via the US.
Have a good time. Havana is a very interesting place as is the entire island. The contrasts are quite informative also.

Keep in mind that from the U.S. government perspective, your UK citizenship is irrelevant in this circumstance and that you will be violating U.S. law by spending money on the island, or using Cuban owned transportation to get there. What jbcarioca is suggesting is the way to avoid getting caught violating the law.

Americans with dual citizenship are probably better off than just Americans who visit Cuba.. Don't show US documentation, if you are willing to try travelling there.
