Are the best (high mileage) offers given in the fall?

In your experience, is there any time of year that sees more (or better) cc offers? Seems like there's a lot of offers out there right now.

Most of the time I noticed they are at the end of the year to get company 4th quater profits up. Like chases running "Love the Double" and Amex giving double points on delta cards between nov1 and dec 31. Even Citi got into the deal with double points from Nov1 till Dec 31 at all department stores. Only exception I have noticed is durning tax time it seems all reward cards lately offer double rewards if you charge your taxes to your card.
