Just for warning, my experiences with chase have been pretty bad, sans the chase PP card. I wouldn't be giving them my bank account if I were you.
Signed up 2 weeks before the promo ended. Not very impressed so far. They charge more fees than my old bank (pre-printed deposit slips for instance) and don't have enough people working inside. Fortunately I did not give up my old bank and will probably switch back soon.

Chase is an expensive bank but you cannot beat the 21K OnePass miles promo and you only shell out $25 for the check card to get the 21K. I just opened a second checking account for myself and one for my wife. So we are looking forward to each adding 21K of OnePass miles to each of our accounts. I would not bank with them if it were not for this promo, though, to be quite honest. In this area (northern NJ) TD Bank is a much better bet.

Does anyone know if Chase will pull back the miles if I cancel the debit card after the miles post but before the annual fee posts?
The annual fee posts very quickly. I'd be surprised if you can cancel it that fast. It's not that much, considering the amount of miles you're getting IMO
