You want to have Passover Seder at Pudong Airport??!!! 
I assume you mean Shanghai. There are definitely Seders that will be scheduled and I'm sure visitors will be very welcome. Google the following and email them for details:
Shanghai Jewish Center (Puxi side of river)
Chabad Jewish Center of Pudong (Pudong side, obviously)
