Can somebody please explain to me WHY a toddler has to provide fingerprints to get TT status?

How many toddlers have committed crimes? For that matter, why pay for a "background" check on a toddler? Gives me the Big Brother creeps to know that there are people who so willingly hand over their child's biometrics to the government.

My daughter had her prints scanned for GE since that is part of the process for using the kiosks. I think she was 4 at the time.
