So? This kind of thing happens all the time in Washington, for all kinds of industries and all kinds of agencies. Not the first time, won't be the last.

I actually don't think it makes it either one. It's simply the way things work in Washington. It is what it is, and it's not changing anytime soon (if ever). Neither party has any real interest in changing the system.
