In most cases the TSA screener has explained e.g. informed me of the option of checking the item with my bag.
But I've also experienced having the item confiscated. Generally that is grabbing the item, almost always a small tool, immediately throwing it into the collection bin, and only after telling me that I can't carry it through the security line. I know that isn't the proper procedure, but most people would not. I could have protested, but I know the outcome. Screeners don't have to follow any rules: banning an item is entirely at their discretion. I also know that any objection would result in a punitive screening, and that most complaints are ignored.
The only time I ever have gotten a response to complaint was a phone call when I sent a postal letter. When I asked about the status of the same complaint made by filling out a form at the checkpoint and left as a voicemail, I was told they didn't have a record of those. And as far as resolution of that complaint? "They shouldn't have done that."
