Yes and no

The gun was in the passenger's checked bag but the article doesn't mention that the gun was properly packed in a "gun case" (or whatever it's called) and it appears that the passenger was "surprised" that gun was found so the assumption* is that the pax also didn't declare the gun and give the proper paperwork to the airline and with that, then yes, where the TSA is supposed to (n.b. supposed to) x-ray all checked luggage, then the TSA did in fact miss finding the gun. If however, the pax followed all proper procedures, then the TSA is off the hook but my two hockey pucks say "oopsie" on the part of the TSA

*always a fatal mistake

Unless I misread the article, the individual left from CLT, which has mostly an inline screening system (see this link - http://blog.tsa.gov/2008/12/in-line-...increased.html). Even if the bag went through a system that is not inline - if the bag does not alarm the x-ray/EDS system, they do not go in the bag. If TSA did not have an alarm on the bag, they did not go into the bag, thus they did not find a firearm - which is the norm for many bag rooms at TSA operated airports...

You forgot to mention that one of those "inert" grenades was a bottle of men's cologne.
