Misdelivered (stolen) UPS package, replacement?
Sorry if this has been answered but a brief search came up empty.
Recently ordered some winter clothes and UPS shows the item as being delivered to my address and signed by a Mr. Schall; who that is I have no idea. Long story short, looks like the leasing office didn't receive anything and a friendly talk with the neighbors revealed nothing (wouldn't be surprised if it was taken by one particular neighbor).
Has anyone come across something similar and needed Chase to replace it?
I'm assuming a police report will be needed; however other than that, is this to be reported to Chase or the visa usa website? If through Visa, I'm assuming this is the correct link: http://usa.visa.com/personal/cards/eclaims.html under Purchase Security?

Have you talked with UPS? They have GPS recordings of where things were dropped off. I had a case where UPS said an item was delivered but it was not here. They checked their GPS and found they had delivered it to the incorrect address. They picked it up and had it to me the next day.
If that doesn't work, then contact the seller. Explain the situation. Typically they are responsible for delivering the item to YOU. So if it was signed by the incorrect person, they should replace the item.

OP's contract is with the clothes vendor, not with UPS. It's the vendor which chose to and contracted with UPS and the vendor which has the obligation to sort it all out.
This is pretty common (not just with UPS). Simply call the vendor, explain and ask them to resend the order. Alternatively, ask for a refund and if it isn't forthcoming, initiate a chargeback on your CC, noting that the goods were not delivered.

I haven't checked Visa but I know Amex purchase protection has an exemption for items that were never in your possession to begin with, meaning shipping company lost it or stolen while in their possession. Technically it could be reported as stolen and as long as they (Visa) don't ask too many details of how it was stolen you would be telling the truth.
But yes, like most are saying here, it would be better to just start with filing a claim with merchant and if for some reason they play hardball I guess your next choice would be to put a dispute for merchandise not received with Chase.

I just had this happen to a package supposedly delivered on Thurs. Called vendor who was going to put in a claim, but I wanted to check with the neighbors. Called UPS this morning, who verified that the vendor must initiate, but package arrived this evening, so I am not sure what happened, other than I swore not to order this close to the holidays again.

UPS includes $100 on shipments, but you still have to file a claim. If they decide it was correctly delivered you could be out of luck. Shippers can certainly pay for more insurance.

UPS IS 100, been retired too long, PatPal use to require a signature above 200, proof of delivery, to pay the claim.

Just talk to UPS, and ask to UPS driver to locate your package. They made the mistake to deliver to wrong building. I had the similar incident last year from Fedex for iPad Mini. Spoke to Fedex driver to sort out the issue.
If UPS guys are unable to resolve the issue, then contact to vendor. No need to file chargeback right away, unless vendor is unwilling to resolve the issue for you. Chargeback cost the money to vendor.

Thankfully you are dealing with UPS and your CC company. I, on the other hand, have had $1000+ of items stolen from my mailbox (apartment style panel mailbox) in the last 10-14 days. Apparently my only option on catching the thieves is through some "postal inspector". Can only hope that Amex and Discover agree my CC disputes.
