I thought one cannot re-issue after the ticket has been partially used? I thought it must be unused?

Tickets can be re-issued when necessary even after partially used.

The question is in what circumstance does this allow?

Applied on two accounts and both pending. Called 855-486-5157 and they said it's been sent for additional processing. 7-10 days

I got the card when it was first offered. I did pay the annual fee, $95. It was the first transaction posted to the account.

It's possible that fee is being waived now as they also upped the initial spend reward to 50,000 miles. But that is pure speculation on my part.

I'm new to this bank, but from all the reports on DoC they make Citi look like a pinnacle of banking. Wouldn't be surprising if they missed a few or charge it later. I'm just speculating too, though, as above, and don't know how a system practically could be set up so poorly to miss charging the fee to new accounts.

My card is allegedly waiting at home for my return so I can't check yet myself.

I just applied online and got this message...

"Thank you for applying for the Cathay Pacific Visa® Card. You're almost done. Please call 855-486-5157 within the next 48 hours to complete your application. For your records your reference is **** . If we do not hear from you within that timeframe you will receive a written communication from us within the next 7-10 business days."

Is conventional wisdom to actually call, or is it better to let the application work its way through the process? (I ask bc with some of the other issuers, it's generally recommended that we not call.)

Just got an email after about a week saying I was approved will get card in mail in 7-10 days

Thanks for the data point. I applied 8 days ago, and haven't heard anything yet, so I'll just keep an eye on my email.
