i called them up this afternoon, because i had the same question!
i've got amex centurion + amex platinum credit card + amex gold charter member card (for the last two, they said they'll waive the fees indefinitely as long as i keep the centurion ... even if i don't use them).
plus i've got the standard chartered amex (HK$3 = 1 mile for the first HK$3xx,xxx per year).
they said all the promos apply to everybody, regardless whether they've got an american express card (and even for me, already with 4 amex cards).

ah... you're both right. need to book some psychotherapy sessions ... looking for the reason behind getting so many amex cards. (i did think about the DBS one a while ago .... nearly applied for it).

the standard chartered amex is HK$4 = 1 mile for the first HK$120,000.
the $312,000 is the cap on the centurion for triple points HK$4 = 1 mile.
the amex platinum is now HK$6 = 1 mile for the first HK$160,000.
the amex platinum used to be triple points for HK$312,000 .... before it switched to HK$6 = 1 mile.

Of course everybody has to apply, the decision on whether to give you a card (or in AMEX's language "grand you the membership" depends on your credit worthiness, not how often you fly.
Just noticed that nobody has mentioned the other intro offer...in addition to the bonus miles for the first few months, there is also a "Million Mile Sweepstakes" with grand prize of 1 million miles, a few other prizes (I think 150K, 50K, so on down the list).
This is surprisingly weak for all of the hype. I see no reason to switch from Premier Miles.
Free Priority Pass and travel insurance are pretty good benefits that few other cards offer anymore. Priority pass no good if you are MPO status, but hey better than nothing. And supplementary card members can also get the membership so its good for your non-MPO spouses.

actually, when I looked at the terms in more details, I think many of the benefits esp. the CX-specific ones apply to basic cardholders only, and not supplementary cardholders, e.g.
inflight shopping bonus miles (i.e. 2 miles per USD 5)
online booking bonus miles (i.e. double credit card miles)
CX holidays bonus for some specific packages
discount on gift miles, renewal, transfer
complimentary MPO GR membership
priority pass (but plaza premium lounge access applies to supplementary cardholders too)
all these seem to apply to basic cardholders only if you read more carefully...both the detailed T&C and on the www.flyfaster.com.hk page under the "Privileges" tab at the top.
