Qantas (as in the above story) was volunteering to axe their fuel surcharges. But when the government bans this surcharge outright, it applies to all.

It would not affect paying passengers, as airlines would just raise base fare.
But it is a good move in my opinion, as redemption ticket would no longer carry such surcharge.
At least Y redemption would make sense now.

..Effective January 14, 2015, Cathay Pacific and Hong Kong Dragon Airlines will remove the fuel surcharge (YR) for all tickets issued and originating from the Philippines on all Cathay Pacific and Dragonair sectors in accordance to CAB Resolution No. 79 (BM 10-12-22-2014)...
