Expiring Miles

How come they post a notice that their miles expire but yet whenever it gets close to that date they extend it? This has been going on for years and I always worry that one day they won't extend the expiration date. Does anyone know the answer?

National law requires Canadian Plus to give a program expiration date each year; however, it is usually extended. If a member does not accumulate points within a 36-month period, Canadian shall, without notice, cancel all the points in the account and terminate account without liability. Keep flying!
