Not when I last checked (about 6 months ago). You need to be closer to the airport terminal.
Is there a Pokemon up there on the train platform that you need to throw a red ball at?

Hey! Thanks for the reply! I might need to contact my friends when I reach Vancouver. I figured that I could perhaps grab the compass card first! If the skytrain section has no wifi access, then I might have to walk back towards the terminal again... 
Although throwing some pokeballs to kill time is not a bad idea!
