Costco also does passport photos for a very reasonable price (if you are a member) - around $6 IIRC. If your photo is rejected, they will retake it for you at no cost.
BTW, if you are only renewing a passport, you no longer are required to have a guarantor sign your photos - only needed for new applications.

And also the list of who can be a guarantor is a long one now, compared to back when it had to be a doctor, lawyer, accountant or some such licensed person. Now I think it's practically anyone holding a passport that you have known for a few years.
