Why can't I book DOH-GYD with avios?

Why can't I book DOH-GYD with avios?
Im looking to fly to GYD (Baku) from Dublin. There are limited 1 stop options such as TK & LH but with QR now flying from DUB I though this might be a decent option. On Qatar.com you cannot book DUB-GYD, you've to book 2 separate trips DUB-DOH, DOH-GYD. I can't see fares with any of the usual OTAs either. On BA.com GYD isn't recognised at all through an avios booking, either DUB-GYD or DOH-GYD
Any ideas?

QR seems to have disallowed that construction. They file no fares on DUB-BAK (BAK being the city code including GYD). Further, as is their standard policy, their fares are not combinable; i.e., you cannot take DUB-DOH and add it to DOH-GYD.
It may be an oversight, as they are happy to allow LON-GYD.
BA.com doesn't recognize a lot of Avios destinations, so you could call. But as I understand, the Avios tax+fee calculation is done by taking a revenue fare calculation and removing the fare from the calculation. So it may not work either.

Qatar has some reasonable fares in J out of MUC or FRA.. Plenty of dates for months ahead at around £1k if you can get to either MUC or FRA.
First leg to Doha would be on the A350 and usually the Baku sector is an A320L so decent onboard product also.
