CE menu for LHR-LUX flight

Does BA still hand out a paper menu for Club Europe passengers?

Not to a Band 1 like LUX, since there isn't a choice.

they do on the longer routes (band 4) and I am sure they also do on some B2 ex / to LCY (e.g. FRA).

Yes it is band 1. For some reason BACF seems rather keen on distributing CE menus regardless of distance.

I'm not sure it's related to be honest. There is in fact a choice for breakfast flights but no menu, and band 3 have choices for both lunch and dinner but no printed menu either.

I think BA decided years ago printed menus was an unnecessary expense on short flights and only keeps them on band 4 and CW/F.

As rightly pointed out, BACF has made a different choice on all CE flights.

As others said there are only limited choices:

Starters:
1. Foie gras de Canard juste tidi, Topinambour, condiment Roquette & Fruits de la Passion
2. Langoustines cuites au beurre Noisette, Echalote confite, Porette & Citron Caviar

Main course:
1. Homard bleu & Coquillages, Raviole de Homard & Bouillon au Poivre des Cimes, Noix de Saint
2.Carottes confites, cromesquis de tte de Veau braise, Truffe Melanosporum, mdaillon & mulsion Homard

Due to the short flight there really is no time for desert service, but if ordered early (with meal) an espresso & digestif is available

My only problem is on the shorter flights it can feel a bit rushed. One doesn't like to scoff one's foie gras
