Is this an EU261 situation?!

It's not weather. Technical fault on one aircraft. Baggage discrepancy on the other.

Indeed.

They may try to get out of it via weather for the later flight (the one with baggage discrepancy - which I'm on) but the 17:20 departure definitely went tech per announcements).

Does the EU261 depend on whether the baggage discrepancy is down to miscounting or a passenger has abandoned a bag?

If you were booked on that aircraft (BA1407), you need to arrive (and doors open) in LHR at 23:50 before EC261 kicks in, and I suspect you will be there before that time. Until 3 hours delay at the arrival there is no compensation. If rebooked off the cancelled aircraft then you're probably under the ambit of EC261 anyway.

2hrs for sub 1500km flights when Eu261 kicks in not 3?

EDIT: sorry now read further and understand delay is 3 hours before EC261

The rebooking of pax in IRROPS seems to lead to increased baggage problems (someone more knowledgable might be able to comment on materiality)

To BOS today there was an equipment change at least 2 hours before scheduled departure, rescheduled departure was 85 mins delay. Yet with 5 minutes to the rescheduled departure we were all on board but a gaggle of baggage handlers was doing a reconciliation of bags on the tarmac as they'd gone ahead and loaded the bags of some of the offloaded pax...

Personally I'd put that down to operational shortcomings, as there was so much notice of the issue. Delay well short of compensation thresholds so irrelevant for me (1hr 55m vs. 4hrs)

So depending on the timings at MAN and the underlying cause it could be worth fighting for those impacted, even if BA cite security.
