The person sitting next to the window has control of the blind, if the light was bothering another customer I would ask if they minded pulling it down slightly, however I do not think that the blind should be pulled so that the cabin remains dark on a day flight.

Some airline cabin crew - not mentioning which, but AF for one - can be rather rude when it comes to ordering every window seat person to drop them.
Personally speaking as long as the sun isn't streaming in I like them open as soon as I see daylight. The wife can be a pain though.

During night flights CC often close the blinds when the cabin lights are switched off. This happens on most airlines, but you can generally peek out if you wish. If anything it is a lot more annoying to have someone with a bright reading light next to you, than an open window blind when trying to sleep...
On day flights I'm of the opinion that the person next to the blind operates it, with some concern for others.
