I hope you mean Club World! CE on a 747 would be pretty horrible!
Upper deck is generally considered best - yes, you can talk with the divider between the seats down (there is a button at the top of the divider to raise and lower).
Lower deck, I would prefer the forward cabin on a Hi-J config, so Row 13 would be fine IMO.

Upper desk: 64 A&B, is this ok for two people to travel together? Can you talk?
Can you reserve this seat online for free for being BA Gold?
Lower Desk: 13 E & F: is there any other seats recommended for two people together?
Before anyone else gets in first, you might want to change your thread to Club World instead of Europe, I only wish that BA flew the 747 on European routes !!
as for seat selection as a gold, try 64J/K if its available

Do you mean Club World?
Yes Golds can reserve for free.
U/D will mean you are next to each other but looking at each other. Close enough to talk and touch.
13E&F you will be actually next to each other, facing the same direction and closer as a result.
It just depends your preference.

As a Gold member I have checked and I have access to most of the seats in the upper deck:
This includes rows:
64
62(exit seats)
60 (JK at Front of cabin)
Which of these do you recommend that I reserve?
I require privacy & sleep as will be connecting from Hawaii.

Personally i prefer the upper deck - and i dont think there is a bad seat up there (just preferred ones).
As this is an overnight flight you may wish to avoid row 60 if you are planning on sleeping as the light from the toilet can be bothersome.
64A/B are decent, unfortunately because of the 'step over' situation, one person always gets a slight 'bum deal' but its never bothered me before (unless the person stepping over is constantly getting up, is overweight and has short legs...which has happened to me before )
Personally i'd also avoid getting too close to premium economy as there always seems to be a certain amount of curtain twitching going on and as the bassinet is in the first row of premium on a Hi-J then it can be noisy if there are babies onboard.
If you can i'd upper deck it in ANY seat.
Thanks for the Advice, I currently have 64AB reserved.
I was considering the Exit seats if will make any difference in terms of space and comfort.
Im 6ft 4ins tall

Just to be picky...
There are Mid-J and Hi-J configurations in service at the moment.
Lo-J was the configuration which had CW in B zone between doors 1 and 2, and upstairs. That was scrapped with the latest incarnation of configurations of the -400.

I would take row 62 over row 64 since this distance from the lavatories and galleys is likely to cause this row to be susceptible to disturbance for the aisle-side passenger.
