Local office not honoring confirmed booking
Had rented a car via the Dutch Avis website for a rental in Seoul-Korea.
The Dutch confirmation stated that I had zero risk by damage or theft.
The Avis Incheon office declared the booking invalid, since they require a liability by the renter of roughly 300US per incident.
My question: can a local office reject a booked confirmation and force their own rental conditions upon the customer.

Update - positive experience
Today I reveiced the amount back that I paid to Avis to avoid high liability charges in case of an accident. The EU booking confirmation overruled the local interpretation.
It took some time to solve, but I am pretty happy with Avis today.
