Also Chairmans Club exists and is reserved for real CEO´s of big companies and dignitaries who have control over budgets.

And maybe their President's Club is the same in reverse, meaning the terms and conditions for the European members state it is only for Europe, so it is a kind of courteous recoprocity of sorts?

That is pretty odd, since US members are supposed to have full recognition in Canada, and last time that I checked, YUL was in Canada!

It is a different Presidents Club program in Europe. Having said that, my US Chairmans Club rentals at Avis in London usually state "Presidents Club" on the rental agreement and I do get a decent upgrade, though I don't expect any, and the Chairmans desk also say they can't do much for UK rentals.

When picking up a car in Turkey, the guy at the Avis counter handed me the printout of what Avis sent him outlining what he was supposed to do for me as a Chairman's Club member. I wish I would have saved it as it was amusing and basically was a long list of what we've come to expect from Avis CC.
In Northern Sweden I got a nice upgrade, but not the personal touches such as being escorted to the car or having my bags placed in the trunk, etc.

It will be hit and miss, since recognition of your Chairman's status is not required outside of North America. However, the Chairman's rez line will do everything they can to see that you are taken care of, even though it is not required. From everything I understand, the success with this is high, depending on the location, though some locations just outright decline. Of course, YMMV, and good luck!

Yes, there are absolutely more cars at the airport, but you can expect airport Avis staff to PROBABLY be more sticky about the rules, since they deal with much more volume, they will have "heard it all," they know how to deal with all the scenarios, and what they are supposed to do, and what they are not supposed to do. In non-airport locations, generally, this will be much less of a factor, because they deal with much less volume, plus they often (but not always) have a "mom and pop" feel and setup. I have rented from both types of locations in Europe, so it can be a plus or a minus, depending on your situation and the circumstances.

BIQ for some reason IS stingy and only gives one level upgrade for Pres Club IME.
