Need to pay extra for APD if upgrading out of LHR
It costs 40,000 OZ miles to upgrade from Y to C from LHR to ICN. Does OZ make you pay more money for the increased Air Passenger Duty (APD)?

Yes. It will be collected at some point prior to, or during, check-in.

OZ, like other carriers, simply collects and pays over the tax to the government.
