ATM cards in Taiwan

I haven't been back to Taiwan in about 14 years. Taiwan does not have any banks that are part of the Global ATM alliance. Can anyone make a recommendation of ATMs to use while in Taiwan. I have a Bank of America Visa Check card which I don't think is part of anyone and a Chase card that's part of the "PLUS" network. Ideally I'd like to avoid ATM fees, but I'd be happy as long as ATM machines give me a fair exchange rate. I once used an HSBC machine in Shanghai with my BofA card. Back then, the exchange rate was 1 USD to 7.5 RMB. HSBC gave me a 1:5.4 exchange rate - and I had no one to complain to.

I am trying to avoid this situation.

Any help would be great. Thanks!

I am not sure what you meant by "not have any banks that are part of the Global ATM alliance" but I am seeing Plus and Cirrus everywhere now. Fourteen years is a long time. I don't recall if Plus or Cirrus was popular in Taiwan 14 years ago though.

It may not be that easy to waive the fee. Most Taiwanese banks charge nominal fees when using outside bank cards in Taiwan. I won't be surprised if the ATMs charge you when using US issued cards. You better check with your issuing bank/s as well. One of my credit unions told me last year if I withdrew cash from ATMs in Taiwan, there's a $2 (or something) per transaction from their end.

See if these two previous discussion threads help:

I have found the ChinaTrust machines inside 7-ELEVENs the most reliable and I haven't been charged for using my UK card (credit or debit) there.

If you use other machines and don't read Chinese, it's well worth having a local with you. It's not unknown for you to offered English, you progress in English, and then suddenly it switches to Chinese and you don't know what the thing is asking!

(Cynical Ms Jimbo says it's because the English option is to impress local people that the bank is internationally minded rather than help foreigners... so after the first couple of screens there's no need to translate any more!)

I find it almost insulting that people post comments like "Taiwan does not have any banks that are part of the AMT global alliance" this poster must be living on another planet. Cirrus card ATM typed into Google just produced hundreds of results for me.According th=o the results on google seven out 10 machines in Taiwan accept Cirrus/Plus

The only ATMs that I've found don't like overseas cards are from Taipei Fubon (they didn't take my NZ, HK or Singaporean cards) - everywhere else no problem at all.
