Does Hertz EVER get it right with the fuel charge when returning a car after hours? I always return my cars full, and ALWAYS get charged for refueling if I drop the keys off. Doesn't matter if I write it on the rental record or not, I'm guaranteed of getting a bogus charge. Just sent an email and got an auto response saying to wait up to 12 business days for a response. Guess I'll try calling. What a waste of time.

Update: Well apparently this must happen all the time since they have a special selection for issues related to fuel charges when you call. Agent took care of it quickly and credited it to my card.

I'll take a guess and say it's like the insurance claim scam...Deny the claim, and half the people will just pay. That's why the rep will immediately remove the charge when called on it. I'm sure there are a lot of people that just don't bother fighting for what's rightfully theirs. Hence, free money for Hertz, or any company that pulls that crap.

I would probably start writing letters to document your case, make sure you copy your state as well as the state you rented the vehicle in AG's (clearly note the notation). This type of action is something AGs drool over to get their hands on, force a industry change and give themselves some airtime on TV.
